Building community through creative practice


Kwende Kefentse is a creator, researcher, administrator and cultural innovator based in Ottawa. His 20+ year career bridges the worlds of creative practice, the research and development of cultural industries, and civic leadership / city building. Most recently he was the first Executive Director of CKCU-FM, reimagining the station's operations post-pandemic, focusing on technological modernization and community reconnection. In his former position as Cultural Industries Development Officer for the City of Ottawa he led the development of Ottawa's Renewed Action Plan for Arts, Heritage, and Culture (2013-2018) and the Ottawa Music Strategy (2018-2020), among other critical city-wide cultural initiatives. He serves on the Boards of the Ottawa Music Industry Coalition, Ottawa Film Office, and Carleton University Art Gallery. As DJ Memetic of the TIMEKODE collective his productions have received critical acclaim from international outlets like Vice Thump, Radio Nova, and Wax Poetics. He has been requested as an opening performer for luminaries like Nas and Barack Obama. Kwende has earned a Masters of Research (MRes) from UCL's Bartlett School of Architecture focussed on modelling the spatial dynamics of cultural production in the music industry. In 2025 Kwende is establishing his consultancy Memetic Media, and launching the TIMEKODE CoLABoratory, a dynamic, interdisciplinary project that commemorates 20 years of local nightclub heritage, while charting its future through innovation, collaboration, and community engagement.

AREAS OF FOCUS

  • In my creative practice, I explore the intersection of DJing, music production, and cultural curation, with a keen interest in how sound shapes urban environments. Leading TIMEKODE, I aim to create soundscapes that reflect and honour the diversity found within city life, with the broader goal of using music as a tool to bring communities together. This effort is rooted in a belief in the transformative potential of sound to energize and redefine urban spaces, making them more inclusive and vibrant.

    My work is deeply collaborative, spanning across DJing, composing, producing, mix engineering, and performing. This collaboration extends beyond music creation into a thoughtful examination of how creative practices can influence and enhance our shared spaces. Whether it’s through projects related to city planning or partnerships with cultural organizations, I consistently seek to understand and harness the creative possibilities of our environments. My approach is about fostering a sense of belonging and community through innovative sound experiences, aiming to make every space a place where diversity is celebrated and connections are formed.

  • In my career, I've dedicated myself to blending a passion for music and urban development with a genuine recognition of culture's critical role in shaping vibrant cities. My commitment has been a cornerstone of Ottawa's Music Strategy, through which I've actively worked to create more inclusive and richly diverse arts communities. I'm a steadfast believer that flourishing cultural ecosystems are essential to the lifeblood of urban settings, continually advocating for the thoughtful presence of the arts within city planning.

    My engagement with the cultural sector spans a broad spectrum, encompassing film, television, music, interactive digital media, books, and magazines. Beyond my individual pursuits, I've played a key leadership role in evolving the cultural industry, not just locally but on an international scale. From serving on boards, and providing consultation, to ground-breaking service as Ottawa's first Cultural Industries Development Officer, my roles have been dynamic and many. I've represented our work at global conferences and taken the helm of initiatives like revitalizing a community media group.

  • In my work, I've focused on merging music, arts, and public spaces to drive urban innovation and create more inclusive cities. As a thought leader in forums like the Music Policy Forum and through my participation in various panels and conferences, I've pursued a clear goal: to enrich urban landscapes with cultural depth. My efforts emphasize community-driven projects and the use of cultural programming to enhance public spaces, rooted in a deep belief in the arts as essential to the vibrancy of city life.

    Beyond traditional city planning, my work encompasses collaborations with civic organizations and policy development with municipal bodies, highlighting the importance of civic leadership in realizing urban visions. Whether through developing cultural mapping datasets or founding the Artpreneur Conference, I advocate for an urban planning approach that centrally places culture, seeking to build cities that blossom with diversity and creativity.
